I installed freeradius on a jammy system, by using the existing jammy
autopkgtests. It's not a full blown installation, and freeradius can be
installed in several different ways, but it's what I had to start.

I then ran do-release-upgrade to upgrade this to noble, and the details
page says:

Remove: freeradius freeradius-utils libarchive13 libefiboot1 
  libefivar1 libfwupdplugin5 libgpgme11 libparted-fs-resize0 
  libtss2-esys-3.0.2-0 libtss2-sys1 libtss2-tcti-cmd0

That is very surprising, and confirms the bug.
