Public bug reported:

### Expected Behavior
After entering credentials at the login screen, the desktop environment should
load normally, and the laptop's internal display should remain stable and fully
functional. It happens in both Xorg and Wayland

### Actual Behavior
Immediately after logging in and initializing the user session, the built-in
laptop screen enters a rhythmic loop, turning completely off and back on every
2 seconds.

### Steps to Reproduce
1. Boot the laptop and wait for the Ubuntu login screen.
2. Select the user and enter the password to log in.
3. Once the desktop session starts loading, the internal display begins to
flash/blink on and off every 2 seconds.
