I don't know if this is the same issue as the one I had upgrading to
26.04:
NetworkManager uses different paths for certs so openvpn cannot read the
files needed for establish the connection. Changing the file
/etc/apparmor.d/openvpn to have:
...
file r @{run}/NetworkManager/cert/@{rand6},
...
instead of:
...
file r @{run}/NetworkManager/@{rand6},
...
fixes the issue I had.
