Public bug reported:
On the Lenovo X1 Carbon Gen 12 (Intel Core Ultra), the v4l2-relayd
service forces the camera sensor and the hardware Privacy LED to stay
Always On as long as the service is active.
The expected behaviour is for the camera and LED to only turn on when an
app requests use of it.
Issue tested and confirmed on Ubuntu 25.10 and 26.04 beta.
