That is weird, because:

 rabbitmq-server | 3.12.1-1ubuntu1 | noble | source
 rabbitmq-server | 3.12.1-1ubuntu1.2 | noble-security | source
 rabbitmq-server | 3.12.1-1ubuntu1.2 | noble-updates | source
 rabbitmq-server | 3.12.1-1ubuntu1.4 | noble-proposed | source

updates and security have 1.2, and 1.4 is just in proposed.

https://launchpad.net/ubuntu/+source/rabbitmq-server agrees with that.

Hm, there seems to be a binary of 1.4 in noble-updates:
 rabbitmq-server | 3.12.1-1ubuntu1 | noble | source,
all
 rabbitmq-server | 3.12.1-1ubuntu1.2 | noble-security | source,
all
 rabbitmq-server | 3.12.1-1ubuntu1.2 | noble-updates | source
 rabbitmq-server | 3.12.1-1ubuntu1.4 | noble-proposed | source,
all
 rabbitmq-server | 3.12.1-1ubuntu1.4 | noble-updates | all
