I see that the faulty rabbitmq-server update is being held back in
noble-updates with ‘Phased-Update-Percentage: 0’, but then I noticed
that the math behind Phased-Update-Percentage is wrong and a package
with ‘Phased-Update-Percentage: 0’ will be installed 1/101 of the time:

I think this means we need to remove faulty updates entirely, not just
phase them to 0%.
