Public bug reported:

A change in Numpy is resulting in the following test failure:

```
E       AttributeError: module 'numpy' has no attribute 'ComplexWarning'
```

See the following build logs from a recent no-change rebuild:
https://launchpadlibrarian.net/852131423/buildlog_ubuntu-resolute-
amd64.python-cogent_2024.5.7a1+dfsg-3build1_BUILDING.txt.gz

`cogent` is considered to be no longer maintained and is superseded by
cogent3, so we probably need to patch this ourselves.

** Affects: python-cogent (Ubuntu)

         Status: New

** Tags: ftbfs resolute update-excuse

** Summary changed:
