If I understand correctly, this is set through the
org.gnome.desktop.session.session-name gsettings override:
https://gitlab.gnome.org/GNOME/gdm/-/blob/main/data/dconf/defaults/00-upstream-
settings?ref_type=heads#L10

So something in your environment is making gdm either ignore or override
this dconf file.
