Public bug reported:

The Accessibility -> Seeing -> Animation Effects setting keeps being
turned on, even though I repeatedly disable it. This appears to happen:

1. On every reboot.
2. On every log out and log in.
3. If Power -> Power saving -> Automatic Screen Blank is enabled, every time 
the screen blanks.

I can temporarily disable it in the settings, or by running:

gsettings set org.gnome.desktop.interface enable-animations false

but it keeps getting re-enabled. This is rather annoying.
