Note, "/usr/share/libdrm/amdgpu.ids: Permission Denied" is being output
to /var/log/libvirt/qemu/vm.log

This is on questing prior to running the apt upgrade that triggered the
originally reported error.

I think this may explain why libvirt Display Spice shows just a raw PCI
device.

If I had to guess, I'd suspect a deeper POSIX security driver / FACL
issue.  getfacl doesn't show anything unusual with these files.
