The following may or may not be related- Currently I'm troubleshooting a possibly related issue.
On this 25.10 system, which has been rolled-back to a state prior to the update I noted caused the problem detailed in the initial bug report, qemu-system-x86 throws a Permission Denied error when a libvirt vm xml contains qemu:arg value="file=path" where path to file exist and are fully accessible. This doesn't seem to be AppArmor related. The same xml works on a similarly configured 25.04 machine.
