This is a work-around for others who have run into this problem.

In order to get a working postgres-8.2 installation, I first installed
postgres-8.1

  sudo apt-get install postgresql-8.1

Then, I followed the instructions at http://www.tienhuis.nl/archives/13
to upgrade from 8.1 to 8.2. Now, I have a working postgresql-8.2
installation that starts.
