You can create databases which are compatible with the Debian/Ubuntu
packaging and scripts with pg_createcluster. Please see the manpage, and
first, /usr/share/doc/postgresql-common/README.Debian.

Usually the installation of postgresql-8.2 shuold create a default
cluster which is handled by the init script. For some reason this didn't
work for you. Can you please do the following and cut&paste the output
for me?

sudo apt-get remove --purge postgresql-8.2
sudo apt-get install postgresql-8.2
