I can confirm that this bug also affects my system. My experience
provides a new, critical piece of information that may help with the
diagnosis.

Laptop Model: Dell G15 5511

Wi-Fi Module: Intel Tiger Lake PCH CNVi WiFi [8086:43f0]

Working Kernels: 6.14.0-23-generic, 6.14.0-24-generic

Non-working Kernel: 6.14.0-27-generic

Critical Observation: Power State Dependency
I discovered that the bug is directly related to the laptop's power state 
during boot.

When I start the laptop with the AC charger plugged in, the Wi-Fi card
and other devices fail to be detected.

When I start the laptop on battery power, the Wi-Fi card works as
expected.

This suggests a regression in the kernel's power management for the PCIe
bus when the system is operating on AC power.

The dmesg output from a failed boot shows a specific timeout error
related to the Wi-Fi card's firmware initialization:

00:14.3 failed to run init ucode: -110
