Tested in a virtual machine with Noble. I added noble-proposed, updated
it, installed gnome-shell-extension-desktop-icons-ng from noble-proposed
and rebooted. I ensured that the VM captured all the keys, and pressed
Ctrl+Alt+Tab. A little popup appeared with the four options: Windows,
Top bar, Dock and Desktop Icons 1. Also, confirmed that selecting "Top
bar" enabled the top bar in the VM, and not in the Gnome Shell from the
host system.

So I can confirm that it works as expected in Noble.
