Tested in a virtual machine with Noble. I added noble-proposed, updated it, installed gnome-shell-extension-desktop-icons-ng from noble-proposed and rebooted. I ensured that the VM captured all the keys, and pressed Ctrl+Alt+Tab. A little popup appeared with the four options: Windows, Top bar, Dock and Desktop Icons 1. Also, confirmed that selecting "Top bar" enabled the top bar in the VM, and not in the Gnome Shell from the host system.
