I have attached a video illustrating this issue which explains there is the bug.
My conclusion: There is a bug in Ubuntu-Settings --> Ubuntu Desktop. When this GUI appears, the 2 toggle switches are hidden. Then toggling the corresponding 2 switches in Extension Manager actually temporary fixes the issue in Ubuntu-Settings but once Ubuntu-Settings is closed all the previous fixes and settings for these two toggle switch are lost.
