I discovered how to make the toggle switch for the Dock to appear. I opened `Extension Manager`, went to Ubuntu Dock under System Extensions and toggled its switch to go on and off. When I did that, the toggle switch for Dock in the other GUI `Settings -> Ubuntu Desktop` suddenly appeared.
It must be for the same reason as to how the toggle switch for Desktop icons in the `Settings -> Ubuntu Desktop` GUI suddenly appeared.
