I notice that your display can technically support variable refresh
rates, did you turn on this feature in your compositor?

I also notice that the EDID being used is coming from BIOS.  We should
double check the one from panel vs BIOS to compare a few things.  From
your boot you can capture from /sys/class/drm/card0-eDP-1/amdgpu/edid
and share it.  Then turn off ACPI provided EDID using kernel command
line debug mask (amdgpu.dcdebugmask=0x8000) and capture it again.  Also
you can check this boot whether the issue happens.

If there isn't a problem when ACPI EDID is turned off we should see what
driver is doing differently.
