Rejected, you didn't document the license for the code in ext/mdspan

Small additional nitpicks:
The standards version isn't the latest one, might want to check that out.
Maybe remove boilerplate comments in d/rules?
I'd love a comment above all the lintian overrides explaining *why* it's not a 
big deal. I'm curious about the "no manpage by design" thing, does upstream 
explicitly say "we do not want our binaries documented in a standard way"?!
