I must have done something wrong. I removed the 3 packages with

# apt remove --purge s390-tools s390-tools-data s390-tools-signed
The following packages were automatically installed and are no longer required:
libnl-genl-3-200  libutempter0
Use 'apt autoremove' to remove them.

Then I downloaded the new packages for plucky from the URL provided in
the previous comment and tried to install them:

root@b83lp65:~/xxx# apt install -f *.deb
Error: Unable to locate package s390-tools_2.37.0-0ubuntu2.1_s390x.deb
Error: Unable to locate package s390-tools-data_2.37.0-0ubuntu2.1_all.deb

I used my web browser to download these packages to my Thinkpad and
copied them to the target machine. I do not understand why it does not
recognize the local files:

Is there a difference between wget and my browser download? (I am not
familiar with wget.... too many options).
