This crash was previously tracked in bug 2050865 and bug 2097003, but
it's a difficult problem to eliminate since the caller is to blame with
this function. There are many callers and so far nobody has redesigned
the API to eliminate the assertion.

We also don't have good stats as to how common the crash is due to bug
1982283.
