Public bug reported:

The application depends on psycopg2 <2.9, but only psycopg2 (2.9.9) is
available. The application doesn't start because of this.

Originally I noticed this with the package "ara-server", and that is
provided by Ubuntu:

APT-Sources: http://us.archive.ubuntu.com/ubuntu noble/universe amd64
Packages

but the python-ara package must have the same issue, same version as
ara-server.
