It is not perse a bug, but more a documentation/logging issue. I had
trouble to get my instance configured trough cloud init, because the
config tags i tried to use where not present/enabled in the cloud.cfg
file of the image i was using. Documentation explains the tags, but it
took some time to realize that they also need be enabled in the
cloud.cfg file. I had for example the network: tag, but nothing was
configured, because the tag was not enabled in the cloud.cfg in the
image I was using. I would be nice, to get a warning message in the log
that a given tag is ignored, because the tag is not enabled in the
cloud.cfg file of the image.
