Well initially, I solved my problem with Wine/WinAMP by ripping out
pipewire and re-installing pulse, but this then broke other things I
wanted to use, so I put pipewire back, gave up on Wine/WinAMP and
configured Audacious to look like WinAmp.  So I've worked around that
issue, and I am using 24.04 at this point.  But still pulseeffects
doesn't work, not even with pulse-pipewire installed.  Only reason I
have not abandoned Ubuntu in favor of Debian is Debian's requirement
that everything being signed, and given that I'm running self compiled
kernels, running VM with vGPU pass-through, etc, that's just too much
pain to work around, and it also makes using PPAs difficult.  But I'm
getting really frustrated with the effort it is requiring just to keep a
functional system and now that Ubuntu is abandoning X11, and Wayland
doesn't network properly, switching to a different distro may become
mandatory.
