I have the same question here I had recently for some other SRU: Do 25.1 and 25.3 in the later Ubuntu releases contain all the fixes in 24.1, and particularly the fix that you want to address here.
The SRU policy requires bugs to be fixed in later versions of Ubuntu before older ones, and the OpenStack exception doesn't have exceptions for it. Basically because if a user installs an SRU, stuff works now, then they upgrade to plucky, stuff should not fail again.
