autpkg tests are light, mainly because the horizon project is a django
ui...

2) The version should align with "Version: Backport from upstream"[1],
e.g. see[2]. In this case it should be 4:24.0.1-0ubuntu0.24.04. The
changelog should target the required series, e.g. noble.

I don't think we should, the main reason we don't do this anymore is
because of the automated process of the cloud archive, would result in a
non-sensical version such as : 4:24.0.1-0ubuntu0.24.04.1~cloud0 on
22.04.

3) The resulting diff is quite large, with the version in questing
containing many fixes / improvements / new release notes.

4) If possible it would be nice to create a merge proposal against the
target branch, e.g. noble-devel.

I discussed with Simon Chopin on #ubuntu-devel:ubuntu.com and we
concluded that uploading a debdiff would be easiest to get someone to
upload different changes on OpenStack packages.

The main reason being, OpenStack packages don't follow the git-ubuntu
process, and sources are hosted at  https://code.launchpad.net/~ubuntu-
openstack-dev/ubuntu/+source/horizon/+git/horizon/+ref/stable/2024.1
