If that can be proven then yes it would be a concern and we would
escalate it.

Let's assume that's true for "cards". But actually most Ubuntu users
don't have desktops graphics cards. They have laptops, most of which use
Intel graphics and a minority use AMD. I know not everyone has access to
multiple machines, but if you're developing a graphical application then
it needs to be tested on the most common types of machines at some
point, by some one.

This bug just needs more specifics about what is exactly wrong and
where. Like is a specific function taking too long? Is the render time
too high or is GPU utilization low and just not enough frames being
output?

I suppose it is still possible to make progress here without testing
Intel or AMD. That would just require some benchmark results from other
Vulkan applications on Nvidia to prove the driver is misbehaving.
