@benbuntu's hack worked for me. My Ubuntu desktop failed half-way through. On running "dpkg --configure -a", it would invoke grub-update, triggering this issue. I washed, rinsed, and repeated with variations, including running grub-update manually, always resulting in a hang, forcing a hard power-off.
Each time I could boot back up and login like normal, but package setup couldn't continue.
