I have uploaded an SRU for plucky to disable upgrades on systems with
zpools. I don't think we want to have the same change in questing, as
while questing likely also is broken, we don't want to inadvertently add
the hook now and then forget to remove it before the release if we
happen to pull in a new zfsutils-linux that fixes the bug.
