I purge all the nvidia drivers and it is fixed now. In fact, there were
multiple versions of the drivers installed - 535, 560 and 570 and I have
to purge them all. I remember that Ubuntu release upgrade includes a
"clean up" step at the end of the upgrade. Does this indicate that this
doesn't do a great job and needs to be reviewed?

In addition,
https://bugs.launchpad.net/ubuntu/+source/bluez/+bug/2109446 is also
fixed by installing the driver using "Addition Drivers". Strange why
does nvidia affect the bluetooth?

> 6. Optionally, for better performance and a semi-permanent workaround,
please consider using a USB-C ended display cable so you avoid the
laptop's HDMI port and thus avoid the secondary GPU copy path.

My external monitor doesn't have USB-C, thunderbolt interface. I had bad
experience with HDMI to USB converter. The connection is not reliable.
