reading, this is due to a missing module in the -kvm kernel flavor in
20.04. the steps detailed by paelzer above works around the issue.

the kvm kernel flavor is no longer supported in future Ubuntu releases.
It was purposefully heavily pared down for a virtualized guest, and
issues like this were not uncommon. Installing all the modules fixes the
issue(s) but adds a _lot_ into the image that was trimmed out.
