resurrected by a script, marking `won't fix` for QEMU.
1. this has not been raised since 2019
2. bionic is now ESM as well.
3. wishlisted for ESM means "Won't Fix" at this time. Someone can change this
if they disagree.
4. additional rationale -- it seems like an enhancement that would have needed
backported. I don't foresee anyone doing that with ESM at this time.
