Hm, yeah looking at the amd64[1] vs arm64[2] builds for libdnf on noble, they were done a few days apart. There was enough of a gap that amd64 was built with dh-python 20231223ubuntu2, whereas arm64 was built with 6.20240401.
From a quick look (`apt-file search "_module.cpython"` on noble amd64), I don't see other packages that could be potentially affected, but maybe that search is too narrow.
