I have made the following observation which I can reproduce: First I download a jpg-file (e.g. from wikipedia) to my desktop. There is no thumbnail generated and a new entry in /home/username/.cache/thumbnails/fail appears.
If I delete /home/username/.cache/thumbnails/fail and press F5 on the desktop, a new entry in /home/username/.cache/thumbnails/fail is immediately created again. If I delete /home/username/.cache/thumbnails/fail again and open in nautilus /home/username/desktop and press F5 the thumbnail is successfully generated.
