I personally did not try to install 23.04 and anything above 22.04 LTS. Just 24.04 with a live usb and the bug was present.
At the moment every version of 6.5 kernel i updated to broke the brightness slider. Maybe i missed a few version as for me, using the 5.15 GA kernel is good for now.
