I'm seeing the same behaviour, though my ubuntu version seems murky. On the weekend I upgraded from 22.04 LTS to 23.10 - which yes, uninstalled resolvconf, and this bug appeared. However - in case it's relevant, my network-manager packages don't all match what some webpages tell me I should have for 23.10:
