I'm seeing the same behaviour, though my ubuntu version seems murky. On the 
weekend I upgraded from 22.04 LTS to 23.10 - which yes, uninstalled resolvconf, 
and this bug appeared.
However - in case it's relevant, my network-manager packages don't all match 
what some webpages tell me I should have for 23.10:

ii  network-manager                                1.44.2-1ubuntu1.2            
             amd64        network management framework (daemon and userspace 
tools)
ii  network-manager-config-connectivity-ubuntu     1.44.2-1ubuntu1.2            
             all          NetworkManager configuration to enable connectivity 
checking

These appear to end in ubuntu1.1 when I search for them on the ubuntu
package search.
