Confirmed - this bug impacts the 21.10 installer of Ubuntu Budgie and appears like it is an upstream issue as well given I found this. This bug does not impact 20.04 installers. (could not find 21.04 installer, so not tested)
Also I know initially I did not have this issue before I repartitioned with Minitool - I felt it was safer to repartition and move things around how I wanted from that tool first before proceeding and then the installer broke after after that.
