Right, the latest comments are unrelated to the original issue. I renamed the ubuntu_dists_groovy-updates_main_i18n file, and then apt found the Swedish translations from ubuntu_dists_groovy_main_i18n. So, based on how apt works, -updates files need to be present for all languages as long as the Translation-en -updates file is there.
