It's a bit more convoluted. It's basically placing the burden on the sysadmin (the user) to adjust the configuration to read the default file when using systemd. I agree it's suboptimal, and we (as distributions) could do better. An override file is created with "systemctl edit snmpd.service", where you can add your own directives just like in /lib/systemd/system/snmpd.service, but that will be preserved on a package upgrade. I'll add this bug to our queue and see if we can get it properly fixed: stop shipping sysv script, honor the default config file, and then submit this to debian, which this package is heavily based on.
