OK, I've done a lot of tests. I hope not to confuse you even more.

In windows, if I try to use QSV with command line, it does not accelerate.
But if I disconnect the acceleration from the emby control panel, the GPU 
remains at 0%

I think the hardware allows to accelerate (as seen in Windows), the
problem seems to be between the drivers of intel, ffmpeg or VAAPI.

Do I do any concrete test in one of the two systems?
I am contributing information, but not knowing if it is useful.
