Public bug reported:

I have a Intel N4100 and I will use it for transcodification on emby,
If I use the emby on windows, I can use the IntelQuickSyncVideo (then, the 
hardware is OK).

But, using emby on ubuntu and with the VAAPI option, there is not possible use 
the hardware accelerarion.
But if I play a video, I can see that the use from the GPU go up.

I have tried with: ubuntu 18.10, ubuntu 19.04, the last kernel version,
ffmpeg4, the last VAAPI version.... and nothing.
