GMIC package in Ubuntu (and Debian) is very old - 1.7.9 release was released at 2016, lots of new versions in new stable branch 2.x.x were released in 2017 and 2018, see http://gmic.eu Also GMIC 1.7.9 doesn't work with latest stable GIMP 2.10.x releases, it's ported to 2.10 only since 2.3.0 version, see https://discuss.pixls.us/t/release-of-gmic-2-3-0/6800
Which GIMP release do you use?
