I've found that ubuntu's kernels were always displaying max cpu
frequency via the freq applet, but when vanilla kernels are used, the
freq applet is doing real time frequency outputs.

I first was beleiving it was a kernel issue:

but then using a 4.13.0-18-generic kernel, i see the kernel is really
scaling as expected:

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_governor
powersave

cat /sys/devices/system/cpu/cpu0/cpufreq/scaling_cur_freq
1186775

but the freq applet is only displaying the max rate: 3200 MHz, which is
indeed wrong
