Sadly, this is actually a bug in Google Earth, not Xgl. Google earth uses a built-in copy of wine, and wine doesn't recognise the 3D acceleration available under Xgl. You can work around this by starting Google earth on the underlying X server (DISPLAY=:0 googleearth).
