dkg, you are a lifesaver as always.  Setting u+x private-keys-v1.d fixed
this for me as well.

In my case, I had to do a laptop restore.  I kept my gpg keys on
separate backup media - which I hadn't realized at the time was
formatted as FAT32.  I no doubt "fixed" my permissions upon restore
incorrectly.
