I know it's a long time, but I'm cleaning up old NTP bugs atm. -p works fine (?again?). The default is the retval of gethostname, so if already things are set and you specify other it wont work. But I had success with ntp-keygen -p $(hostname)
That said the option is there. For ntp-wait the force is also gone from the manpage.
