Please reopen this issue. I can reproduce this on several sligthly different 
boxes which are installed from scratch. I didn't find a good way to reproduce 
this reliably. It does however happen regulary on reboot/shutdown. My guess is 
about every 5th time. 
I am able to switch to tty1 but typing anything is not possible.

Systemd doesn't offer much for shutdown debugging (even though a lot of
debugging-tweaks exist for the boot-process). Has anybody an idea how to
debug this properly?
