Steve, do you still have this problem on later Ubuntu versions? Please follow "Debugging boot/shutdown problems" in /usr/share/doc/systemd/README.Debian.gz and check if there are any hanging jobs at shutdown. Capturing a screen photo of "journalctl -b" in the rescue shell might also be enlightening.
