Hmmm, I purged 'gufw' in Xubuntu Trusty (fresh install of Xubuntu 14.04
LTS "Trusty Tahr" - Beta i386 (20140326) performed on 2014-03-28) which
completely removes "/usr/share/applications/gufw.desktop".

Then I reinstalled 'gufw' and retested now that I know where Firewall
Configuration should appear, and with both the default
"/usr/share/applications/gufw.desktop" and this patched version:

Name=Firewall Configuration
Comment=An easy way to configure your firewall
Categories=GNOME;System;Settings;X-GNOME-Settings-Panel;X-GNOME-SystemSettings;X-Unity-Settings-Panel;X-XFCE-SettingsDialog;X-XFCE-SystemSettings;

Icon=gufw
Terminal=false
Type=Application
X-GNOME-Settings-Panel=gufw.png
X-Unity-Settings-Panel=firewall

the GUI appears as shown in the attached screenshot.
