I've established the cause: it's due to having a USB Hub attached to a USB socket (on the rear of the PC as there are no front USB sockets on this PC). I've also found out that this occurs on 64 bit Precise (as well as 32 bit Precise) as I've clean installed 64 bit Precise. Re whether the delay occurs before or after grub menu, I don't know for sure as I don't have the grub menu displayed: I suspect that it's before as there are no disk sounds until the delay finishes. If you want me to find out for sure, I'll use Grub Customizer to display the grub menu & I'll reconnect the USB Hub before rebooting.
